My city is bustling but my heavy industry is plauged by numerous abandoned buildings everywhere. Not enough buyers means the trucks full of products can't make it to the highway to get to outside connections. Try to improve their route to the highways out of town. You can also use rail and or ships to get the stuff out but get the highway working first. So your industry has no way of exporting goods easily and therefore you will get the "not enough buyers" icon.
