In fact by buying building with NPCs, you're kicking them out, so by buying and repairing all the buildings in Hub, you will pretty much make town dead except bar and shinobi tower. I have no idea what happened, one minute he was there, I stepped out, got into a fight outside the bar with some Garr, or whatever they are called, no ninja's came to help and next thing I know him and all the ninja guards are missing.
