Garleans. Literally can't happen, at least as a starting character. The true Third Eye only belongs to pure-blooded Garleans, who can't wield aether. Half-Garleans can manifest a spot there, but it isn't functional. One consequence of no aether is no Echo. There are NO known pure Garleans to have that ability naturally.
